"In fact, the most telling thing about the OECD's report is that it suggests that Australia's tax system is rapidly becoming out of date, giving the lie to John Howard's claims to be an economic reformer. While the rest of the industrialised world – and especially its most dynamic economies – are flattening and broadening their tax bases, Australia continues to use the tax, benefit and welfare system as the principle means of income redistribution. This is hardly the most effective or efficient way to move money around the economy".
